Property Tax: A Guide to Taxation Rates and Compliance in Pakistan (2024-25)

The taxation system for real estate in Pakistan has undergone significant changes in the 2024-25 budget. Taxes are now more closely linked to the taxpayer's status (Filer vs. Non-Filer) and the value of the property as determined by the Federal Board of Revenue (FBR).

Classification of Taxpayers

The amount of tax you pay depends heavily on your registration status with the FBR:

  • Filer: An individual whose name appears on the Active Taxpayers List (ATL). They enjoy significantly lower tax rates.
  • Non-Filer: Individuals not registered or not appearing on the ATL. They face punitive tax rates to encourage documentation of the economy.

Current Tax Rates (Estimates for 2024-25)

The FBR regularly updates these rates. As of the latest budget:

  1. Advance Tax on Purchase (236K):
    • Filers: ~3% of the FBR value.
    • Non-Filers: ~12% - 15% of the FBR value.
  2. Advance Tax on Sale (236C):
    • Filers: ~3% of the FBR value.
    • Non-Filers: ~10% of the FBR value.
  3. Capital Gain Tax (CGT):
    • For properties acquired after July 1, 2024, a flat rate of 15% on the gain for filers.
    • Non-filers may face rates up to 45% depending on the gain and property value.

How to Pay Property Taxes

  • Calculation: Use the FBR Valuation Tables to determine the official value of your property.
  • Challan Generation: Generate a Computerized Payment Receipt (CPR) or Challan through the FBR's e-portal.
  • Payment: Taxes can be paid at any designated branch of the National Bank of Pakistan (NBP) or via online banking for certain taxes.
